Google Adsense Payment Onhold and 1099 Form

will google report to IRS if payment is on hold?

I am not sure how 1099 form works. As I am generally not allowed to work off main job (H1 visa), I consider starting an LLC in 2007.

Right now I place all my adsense payment on hold (it's more than $600 now), i.e. I haven't got any checks. -- I wonder if google will still file 1099 and report to IRS for 2006?
