Does anyone know how I can get permission from google to add a google search box that will show adsense ads in search results in a "Ccustom IE toolbar." If not, does anyone know of an alternative "high paying" search provider that will let me do this?

If I understand you correctly you are planning on producing an IE toolbar to allow users to access search results from the bar?

If this is the case then Adsense may not be for you. The aim of a results page is to get users to click results. By doing this you are encouraging people to click ads.

I know there is adsense for search but this is mainly aimed at site search and Google discourage users from using Adsense for search to operate their own search engines.

What I suggest you do is contact PPC players and ask for their permission to distribute their results. What I believe you should do is create a search site where you use the ppc search engines own results within your site. This way the search results appear on your own site and not another search engine. You can then set up your toolbar to send the user to your very own branded results.
