I was reading over the google adsense terms and conditions, and noticed this:

Communications Solely With Google. You agree to direct to Google, and not to any advertiser, any communication regarding any Ad(s) displayed in connection with Your Site(s).

Does this mean that you can only place google adsense ads on your site, or does it mean something else?

It means you can't contact AdSense advertisers about AdSense ads.

Doesn't it also mean you are not to contact advertisers with the proposition that they advertise directly with you, the publisher, as well?

Yes, I would take it to mean that also. Google is making you money, and Google is making money from the advertiser. Obviously, Google does not want you cutting them out of the deal, hence the clause.

hmmm,
I have a local directory, where many of my advertisers pay me directly and show up on my site as adsense advertisers. I will seek out whoever I can to advertise on my site, but I won't use adsense as a potential client list. If they happen to be Adwords advertisers, that won't stop me.
