Did Google have any issues with this?I believe they do, so staying away from this would be a good idea. You can try:
1- Adwords and Overture if the numbers work out {not many publishers can}
2- Creating a pop-up without adsense code that will funnel the visitors to your site only after they click on it. {You will lose a lot of visitors this way as it needs an action}
3- Other traditional methods of advertising {banners come to mind}. I have a friend that creates flash games and I run some ads on the games themselves that take visitors to a page in my site if they click. Not a big traffic source, but just another idea of ways to promote the site.

Thats exactly what I had it in mind. So when the popunder shows up, its mysite.com/ladndingpage.htm with no AdSense but has links to mysite.com/index.htm (main page). Only when someone clicks on it, they will see AdSense ads.
Is this 100% safe? What other issues that I need to consider? I don't sell anything on my site. Main revenue is AdSense.
Based on this experience I would say don't waste your time.

That's fairly clear, as far as showing ads directly in a popunder.
Even if the user clicked on some link in the popunder window, I doubt Google would want its ads showing up (and thus its advertisers' sites appearing) in that window. But my opinion is irrelevant. It would be prudent to ask Google about this before going forward.
