i want to change my payee name and address . is it possible or google will reject my request?

I think they'd suggest starting another account, but surely the best place to ask the question would be to Google themselves? They don't bite, from what I've heard.

there is a significant issue with this rule

what happens if you want to sell your site?
you can't sell the account history with it

You need to contact AdSense to change the payee name and address. However, they will likely request a new application is submitted for approval with the new publisher information. This could otherwise be a loophole for those who are suspended - they could purchase a site with an active AdSense account.
