I think that the person really wants to make 30 sites instead of one specially talking about 5 page sites. Not that there is anything wrong with that IMHO. Others might think differently.
I am thinking about creating a simple 5 page site with 30 incoming reciprocal links. Then putting adsense on it at the top, in a prime area.
Where's the traffic coming from?
I don't think these type of sites have a big future with Google SE.

You can get far better milage that way.
Site A has the same content as Site B. It depends on the *motive* behind the sites as to whether you are breaking the TOC or not.
So I can simply say, I created the site for the articles but then decided to put adsense on it afterwards.

I think this definition is to prevent the TYPE of site, not the intent of the site. In other words, it's OK to create a site if you're planning on using Adsense to fund it but *not* OK if you create a site that gives users nothing to click on but Adsense ads.
Back to your original question, I have a site that gets 10,000 pageviews a day and I'm making about $2/day.
