Link units smart pricing

I have two short questions regarding link units:

1) Is there such a thing as smart pricing for link units? Is it possible that the CPC of all displayed ads is scaled by a factor that depends on performance history of the page the link was clicked on?

2) On the adivertizers side, does opting out of the content network also mean not displaying ads for link units?

1) My assumption has been that Smart Pricing applies to adlinks clicks in the same way it does for regular ads. Supposedly, it's account-wide. You seem to assume that there's a page factor. I suppose there could be, in which case it would probably work as it does with regular ads.

2) If an advertiser opted out of the content network I think they'd be pretty unhappy to show up via an adlink! Adlinks are part of the content network.

Supposedly, it's account-wide.

But what if I have one good and one poorly converting websites on two different topics showing ads from completely different advertizers. Account-wide smart pricing means that the "good site" advertizers who have good conversions will push the click price up for the "bad site" advertizers whose ads do not convert on the "bad" website. What sense does it make?

It seems to me that account-wide factor should be a minor one, comparing to the site (or even better, the page) factor.
