The scoop,
Their MFA site is set up like a major search engine then has a Dmoz style directory set up below the "Big search engine looking setup".
The bottom of the page where the directory setup has no links on the
major categories but does link to the sub categories to sites that
do have links to them.
When you use their search engine you get Adsense
ads followed by listings but no link to the sites? The only links out are Adsense.
They are using Adwords for targeted keyword pages that have the Adsense ads and the phony search results scraped with no links out
on anything but Adsense?

You can also send feedback by clicking on the "Ads by Google" link, but in my very limited experience this doesn't seem to work as well. I suspect this type of feedback goes to the AdWords team, and may need to be forwarded to another department before anything can happen. That's just a hunch.
If they don't really do anything about these reports, I don't want to waste my time. I also don't want them getting annoyed at me for making constant reports.
Does Google AdSense really do anything about these types of reports? ...
Why wouldn't they? We know they they do enforce the policies and probably kick sites out of the program every day.
Having said that, the rule about having sufficient content on the page may be the least-enforced of their policies.
