Delivery duty unpaid

Are you charged duty for papers?

Today I received my adsense check by DHL. The envelope was opened and covered with a tape that said "abierto para propósitos de aduana" (open for customs purposes).

This is the first time this happened. And I notice that the DHL envelope says "Delivery duty unpaid". Should they put that? I mean, is there any country that charge duty for receive a piece of paper (a check for this case)?

I just don't want anybody opening my mail without a real reason.

Check with your local postal service. It is different from country to country.

Even if the contents of a package or envelope aren't dutiable, the customs inspectors may open it to see what's inside. After all, just because a package says it contains only paper doesn't mean it does.
