Charity Ads as part of Leaderboard

Do they pay?

I came across a charity ad (U.S. branch of a big global charity) as ad #4 in a leaderboard on one of my sites. Needless to say, the ad was fully off-target (as were the other three ads BTW). Now I am wondering whether this ad will pay at all, or is this a PSA disguised as 1/4 leaderboard?

Any insights?

While they pay something because they aren't PSAs, I usually block such ads. I have enough problems with poor targeting as it is.

My exact feelings, however, as they are in a four ad leaderboard the URL is not shown and I've not been able to get the Preview Tool to "cough-up" an address!
