Does the mediabot parse the html to analyze logical sections, just read the html as text?

You wouldn't happen to have the google page where it says that? That would be helpful.
We have a few pages with multiple section targeting (e.g. in the header itself PLUS in the main body for the articles). It seems to work really well, but if it's not allowed I need to remove it.
If they are SUGGESTING rather than telling, I need to know.

I have seen this comment made a number of times before and I even think I may have read an ASA post saying this, however, I have never been able to find any reference in the policies or the help system about not using targeting outside of the body.

I seem to remember reading on some blog a snippet from a Google email on this subject. I didn't recall the precise wording, but the gist was something like "Section targeting is intended for use between the <body> tags." It didn't sound like an outright prohibition to me.
The section targeting implementation you've suggested would not be compliant with our program policies. AdSense participants are not allowed to modify the behavior, targeting, or delivery of ads for any reason.
Please also keep in mind that our system does not target metatags. As previously mentioned, we encourage you to include more text-based sentences and paragraphs on your pages to improve your ad relevancy.
