do I get paid by those ads

I am very new to adsense. I found out that very often, Google will display some public ads with the footer "Public Service Ads by Google ".

What are those kind of ads? Do I get paid by clicking on those ads? How can I not show this kind of ads?

No, you don't get paid. But you can stop them from being displayed by entering an alternate url.
