so they give you a place where you can put a URL in to earn something whilst that goes on... question what do you put in there?
second if my site is on credit/financial what can i put in there

If Google doesn't display a paying ad block, it will load that page within the IFRAME of physical dimensions specified in the JavaScript code. That means that only the part of the page of those dimensions from the top left corner of the page specified in google_alternate_ad_url will be visible.
If that's not clear, create a new page on your site, add the AdSense JavaScript code with google_alternate_ad_url set and see how it looks.
ALso..... ok lets say i create my own page.. that will be pulled in when public service ads turnon... on that page... do i have to put everything to the far left.. what im meanign is... Lets say i create the page and have a long URL... and when the page is displayed in googles skyscraper part of the affiliate link i have on my made page might be cut off..
Like on that new page do i need t make sure its all pushed over to the left and within say a certain restriction like a table size..

see what i was thinking of using was ALLFEEDS.com they have a thing called GOOGLE back feed which basically will display ads when google service whatever come son.. then wil disappear when google puts ads back on again..? whats your thougts on that?
I'm not familiar with allfeeds. Why not ask them? Surely they know. From a theoretical standpoint, if they provide you a URL you would set that as google_alternate_ad_url or if they gave you code you can paste into your own page, you'd create your own page calling their code and set that page as google_alternate_ad_url.

Actually, what I wrote earlier wasn't 100% correct. The IFRAME loads the page within it and displays the content of that page which fits within the IFRAME starting from the top of the page vertically and center of the page horizontally. If you're trying to fit the content within specific dimensions using tables like fclark suggested is a good idea.
how can you test this out to see how it displays? is there a way to make google show service ads so i can test ou my page i create?
Create a test page and look at it before the Mediapartners bot visits it. It should show your alternate ad. Make it consist of nothing but words that generally trigger then negative content filter to be extra safe. Paste this in a few times in a row - "After reading a murder mystery the day of a terrorist attack he killed his meighbor in a fit of rage."
how can you test this out to see how it displays?
Use the "preview" tab in frontpage. AdSense will not send ads when what I'm previewing is on the local C drive, so I see the alternate instead.
Of course, you can put up a new page as suggested. There is an easier way to preview the alternate ads on existing webpage without changing your webpage.
Simply add a url variable to the end of your existing page in your browser, which tricks adsense into thinking you have a new page! Don't even need to upload the page.
For example, if your homepage is:
www.domain.com/index.htm
Just type in your browser:
www.domain.com/index.htm?blet=1
And you will see alternate ads until mediapartners visits. You can repeat this with different url variables.
Well, I have only had AffiliateSensor running as alternate ads for about 10 days, so it's too early to tell. Also because they don't show up so often.
However, I run them permanently on 2 pages, where Adsense is not allowed (sign-up and contact pages).
Just for the sake of experiment I have chosen different Aff.Sensor ads - some are targeted, others not.
So far no one has even clicked the ads. But then again - they don't show up often, and I'm not so sure whether visitors to my site are interested in affiliate marketing.
However, the main reason I started using Aff.Sensor was to get rid of the ugly looking PSAs.
It's easy to sign up for Aff.Sensor, and it's just as easy to use as Adsense. Placed on suitable sites I would think they work fine.

lets say my site was credit cards... what would affilaite sensor show? as i dont think there is anythign on clickbak about credit cards or loans?
AffiliateSensor provides you with a short URL you can copy and paste into Adsense's Alternate Ad URL box.
Aff.Sensor's text links are based on ClickBank's products, from which you can choose. I know Aff.Sensor has a Money Category, but whether that category includes text links for credit cards and loans I don't know.
In the Adsense Program Policies it says that you can use ads by your own choice, but you may not specify Google ads as alternate ads.
However, if you make your own ads, I would ask Google for permission to run them as alternate ads - just to be on the safe side.

On another site it's a banner for "no spam", one of the e-mail filtering services.
On another site, I let the non-profits show.
I'd let the non-profits show more often if the ads didn't look so dorky. I preferred them to look the same as the served ads -- visitors don't know the difference (and if they do know, then it doesn't matter anyways, they already know that the ads are not targetted).
In fact I wish I could show only non-profits on a particular site that gets a lot of general traffic. Non-profits are cool. I'll tithe the clickthroughs.
