The AdSense Ads present on my web page does not change for days. A couple of days later, it changes, but, only one ad out of four. Does it work like this? Can it be improved?
Also, does this depend on the meta tag keywords that are used at the beginning of the html page? Please help.

The ads shown are based on the content of your pages. Getting the same ad consistently could mean that 3 or 4 advertisers are simply out bidding others for the space.

Yes, advertisers have a set daily budget - once their budget is used up they no longer show their ads. However the ads shown to you may be different to the ads shown to other visitors to your site. Alternatively change to five ads (wide skyscraper).
Can it be improved?
Everything can be improved. ;) If you want the advertisements to change more quickly, change the wording on the page.

It does depend possibly (although I'm not sure) to a very small extent. It's mainly based on the text of the page though - especially repeated words and the theme of the website.
One more thing. The CTR has come down. Almost half of what I was getting last week. Most interesting part is, I am getting the same number of Page Views, but, the CRT is going down. Any idea on this and how to improve this?
