Could someone please advise me as to what sort of system is used for someone whop puts adsense adverts on there website. Do they get to choose by website, max cpc, click thru rate etc...

It's part of the adwords system. They can opt in or out of 'content partner' sites (adsense). It has the same controls as normal adwords campaigns.

I was hoping that someone could tell me what info a publisher is given when selecting what adverts to display on there website...

publisher has no control over what ads are shown. well, you can opt OUT of certain ads but you can not pick and chose which ads to include.
Ad selection is done by googles contextual algorithm
