I'm thinking that some words can be used correctly in a proper context, yet might (to some) constitute a stop word.
I have a history site and have struggled and struggled with this and the context doesn't seem to matter.
Sometimes I'm successful with rewording some of the article and other times I just give up and use alternative ads.
Also keep in mind that they do update the filters as current events occur. For example, many news stories about Ronald Reagan showed PSAs last week when they otherwise would have showed targeted. The same way certain names/places get added to the filter when something tragic occurs.
As for a listing of all stop words, many can be easily guessed, but if they did publish a list of them, that could allow publishers to work around them and have ads appear on content that Google AdSense (and the advertisers) would feel was inappropriate for ads to be appearing on.
many more not allowed to be mentioned here. Common sense will tell you what is a stop word and what isnt. If you are having an issue with only PSA ads being shown i would,
1. check the page over for any words or word combonations that may be inappropiate.
2. save to a different filename and look for ads.
3. if still nothing but PSA, wait a day to make sure mediabot has found you.
4. look over page again for stop words.
5. notify google if all else fails, in a friendly manner, not a 'this is busted will you fix it' way.
I do have some pages that were showing PSA's all last week, and they started showing ads yesterday - not very well targetted ones though.
Thanks for the reminder, I was going to order it but wanted to wait until I was settled in the new home. I ended up forgetting all about it.
I think the main users are adwords customers so it only makes sense that it would be of benefit to adsense users as well.
