Ad format vs. EPC

Question -
if you are running Leaderboard (728 x 90) - 4 ads VS.
Banner (468 x 60) - 2 ads

Will the 2 Ads in the Banner on avg. have a higher EPC vs. the 4 ads ---- Or another way - is Google placing the higher value ads in the 1st 2 spots?

I run all different ad formats. I don't notice a difference in EPC from one format to the other.
