Prohibited Uses. My question is:
What is "The fraudulent use of other search engine optimization services"?
Pretty much, anything that Google says it is. It's like the percentage you get paid. They don't tell you anywhere and can change it whenever they feel like redefining it.
In this case, as long as you aren't doing anything that might earn you a penalty in Google's SERPs (see the Google forum here), you're probably fine.
If you are, then stop doing it. If you aren't sure, ask in the Google forum, but it's probably bad if it's not clear-cut.
The 2 things Google appear to dislike with WMG are
1. Doorway pages using the WMG page creator
2. Automated checking of ranking using their ranking checker
As the second does not apply here, I assume that it is the first that, in this instance, they are taking exception to.
