What is site is not complete?

I am near to finishing a site. But there is no forum even though there is a forum tab. And there are a few parts missing.

If I apply for this site to be included for Adsense inclusion, will it be declined for the unfinished state?

They do not accept sites still under construction. From the policies:

Site Functionality
Your site must not contain broken links and must be launched, functioning, and easily navigable.

It usually takes less than 24 hours to be approved for AdSense (Monday to Friday), so once you are completed, you won't have to wait too long to get approved.

Submitting an incomplete site is like creating more problems later on as they will probably reject the site and might make it difficult to get into the program later. In other webmaster boards I visit, it is not uncommon to see threads about similar situations, and the links that they post {links are not allowed here} lead one to places with minimal content.

If it is under construction it means that traffic is minimal so you might as well wait.
