It could be that the ads are a perfect match for what your visitors are looking for so they hit one page and immediately leave by clicking on an an Adsense ad.
The difference in CTR could be dramatic. If visitors look at an average of 10 pages before clicking on an ad the CTR would be 10%, if they look at an average of only 2 pages the CTR would be 50%.
Of course not every visitor is likely to leave your site by clicking on an Adsense ad, so the CTR would be reduced by visitors who leave the site by some other method.
