Is rotating adsense in and out of a page OK?

Saw it on a website. Curious.

Would it be OK to have adsense ads when someone hits the page and then, using what looks like a meta-refresh, serve other ads in the place where the adsense ads were?

I think I read somewhere this is not allowed. I am not sure there is a way to do it without having the adverts in another Iframe / frame which to my knowledge is also not permitted.

I would love to hear from anyone else that has knowledge on this also as this is something that I could use to my advantage if it is allowed.

I have also seen this on an AdSense beta test of a Premium Publisher, so this could be something allowed in the future. However, I do know that doing this as a regular publisher can trigger a warning for fraudulent impressions. Increasing impressions can be used to hide a higher CTR rate (more impressions would lower the CTR) so AdSense does not allow this.

I would think it would be ok if it was done server-side so that the client was never presented with Adsense ads when they weren't going to be shown them, but not with the method described above.

Concealing/covering the Adsense ads is definately against the TOS.

If you're referring to refreshing the entire page, and changing the adsense server side, then I suppose it would be ok(you serve one page, another without). Can't see why you'd want to do it like that tho'.

I believe only the ads are changing. The page always starts out with adsense, then after a few minutes that disappears and a regular skyscraper (image) ad appears.
