is it possible this delay in the stats to appear in different regions?
It's good for Publishers and Advertisers, and Google. Without such delay, publishers trend to do quick tweaks as a reaction to the updated real-time stats, something like change content, ad placement, links, etc, -- which may largely influence the performance of the system, mediapartner-googlebot had to revisit those changed pages over and over, made GAS's algo become unreliable to those pages, lower CTR is just one of the results of that.
So, I think the best way is just take a deep breath... and relax.
