Submit the url, if there's a problem they will let you know, if you already have an account and its making money set up another to avoid the risk of getting dropped.

Most directories are fine, you can ask Google to double check if you are concerned.

Unfortunately, people are no longer able to get more than one account, except for specific circumstances where different payment details are required. And even if someone had ten accounts, all ten could be suspended for a suspendable offense on one of the accounts, as per the terms.

I think this clause is likely to prohibit those "sucker sites" that are nothing BUT ads.
