Just starting using adsense, how do I know that I am set up to serve ads to the correct location/language. Can't see anything to check this when logged in?

Google takes care of that. There's nothing you have to do.

One thing I had to do was filter out all the ads from other states. After awhile they seemed to figure it out or I just got them all.

I think google does a good job of that by checking your visitors ip and serving the geotargeted ads. Using the tracking script you can see that some ads are being clicked that you would never know are being shown by looking at your site.

For example in my site, I have seen clicks to .uk sites, which I have never seen advertised {me being in the US}, I have also seen clicks to sites that are obviously regional {as in local widget sellers that are marketing to people looking for widgets} that I have never seen advertising in my site.
