Too many outbound links shuts off targeting?

I am noticing the nonprofit/generic ads on a page thats been spidered, has page rank and is very relevant....

Catch is, it has 10 links in the body - all are outbound.

Has anyone else noticed generic ads on their pages for longer than expected?

I think this could be a problem, and possibly their mechanism for preventing ads being displayed on search pages.

For what it's worth, I have several pages with up to 100 or more outbound links and the ads are targeted fine on those pages. Maybe it's something else?
