I was wondering if it was against TOS to have a php script that at random decides what to show. Either link units or text ads. I think I've read somewhere that it's ok to do so.. but just want to be sure.

It fine to rotate ads. just don't change the code of the ads.

Don't think about TOS anymore. It seems to be a joke these days! Haven't you seen the fake sites like filecow which have no content at all, only ads blocks and some thumbnails to encourage you to click. For sure the login, directory links,... are not functioning!
