Referrals & Smartpricing again

In this thread [webmasterworld.com] AdSenseAdvisor told us:

I just want to confirm that smartpricing does not affect referrals

and that the pay is:

based upon the country or region of the installing user

Clear and to the point, I need another confirmation that there is no other factor other than geographic location of the installer affecting referrals earnings, factors like a payment cap per publisher, overall referral product budget, or whatever other factor unknown to us influencing referrals earnings.

another question I have regarding this issue is the actual earning,
In the last few months, the refferals total earning drops 2% after the end of the month.
When I look at reports->overview->LastMonth, I see X, and when I look at My account->Payment History, I see 0.98X

webdudek, I contacted the AdSense support for this one and they told me that they deducted invalid earnings, I never thought referrals could have invalid earnings, just be thankful for the deduction like I was.
