Will a high CTR with no immediate conversion be penalized

If a page increases the readers curiosity about a certain keyword, leading to an increase in the number of clicks on the keyword related ads. How will it perform with regards to adsense?

For example say I am writing a tutorial about desigining widgets and happen to write "This tutorial assumes that you have PowerWidgetBuilder or equivalent". Now PWB is new to the market and most of the readers are not sure of its features. All my readers have another widget builder and click on the adsense link of the manufacturer to check what PowerWidgetBuilder is and go through the destination website to check its features etc and either determine their widgetbuilder is equivalent or decide to talk to their purchase department about acquiring it at a later date. In either case my readers have spent sufficient time on the advertisers website without buying anything in that session.
Will I be penalized for the high non-converting clicks?

I think you can't predict that will happen. For one thing, how do you know that none of your readers will buy? For another, how can you guess how "conversion" is defined by the advertiser? "Conversion" does not always mean a purchase. Lastly, many advertisers do not use converstion tracking....

Best thing is to see what happens when you go live.

I know most of the users will not buy directly because the tools in my domain are either expensive( cost above $10,000 ) or are opensource($0). Hence a potential buyer may research the tool features but buy only after getting an approval from his department which may take months. Will be launching the tutorial in a week or two, will then report on my experiences.
