Page impressions: 28
Clicks: 7
Page CTR: 25.00%

I got a page ctr of 25%. Does Google Adsense get mad for high CTR?

I provide image hosting, and there are three adsense ads on the home/index page.

The visitors that I am getting are from purchasing google adwords. (nothing else).

There is no trick, just that the ads are very visible and on the homepage.

I wonder if google will get mad for having such a high page ctr.

Should I reduce the adsense ads to minimize people from clicking on it? I don't want to offend google.

I wouldn't worry, I have pages that do way more than 25% ctr and I've had no problems. If the page is within the TOS then you should be okay.

If this is a brand new site, and it started out with a CTR of 25%, I don't believe google will give you any hard time for this.
If it suddenly went up from 3-5%, and your page has been up for a while, I would've emailed the adsense team to inform them of possible click fraud.

Another thing is that with only 28 visitors it will be very difficult to make any stats concerning the real CTR, sure you can have 25% or 50% one day, and the next day you could be at 0%.. wait a while, see how it goes. I don't think you have anything to fear just yet.

About removing some of the ads; It could be a good idea to have fewer than 3 ads on every page, as you get paid more per click when you have less impressions. One ad = X impressions Two ads = X * 2 impressions and so on ;)

No, especially given the very low traffic you're quoting.
