[edit reason] please - take personal biz up with google through channels. thanks. [/edit]
What happens if the real site owner now applies to the Google Adsense PRogram.
Your friend gets automatically suspended.
2. Can my friend use the code wihtout putting the code into the real website he actually applied for.
Possibly, although I would suspect it would raise flags.
3. How does google check the genuinity of the people, weather the site belongs to the real person or not.
Others have said they ran into problems because the whois information didn't match the account information. I assume there are also checks in place when the tax information is submitted, but not sure how that would work for non-US residents.
4. Is my friend Subjectible to Any Illegal act.
It is against the terms, and not only could he lose any of his money, Google could also charge back for all revenue paid out, since he applied using false information. It is all spelled out in the AdSense terms [google.com...]
5. How to stop all this.
If your friend wants to stop it, he should cancel his account (instructions in the terms) and probably never apply to AdSense again. If you want to stop it, contacting the AdSense team should do it [google.com...] or letting the site owner know so he/she can pursue it with Google.
All in all, it is not a smart move to apply for AdSense using a site you are not legally permitted to do so (either by ownership or with the owner's explicit permission).
The whole "guilty by association" comes into mind.........
Tell your friend to not ruin adsense for the rest of us who are interested in a positive relationship with Google and the Adsense advertisers, and hope to successfully make some money from the program.
You asked if illegal....would have to think so since $'s involved...believe the word is fraud?
Would suggest "testing" be limited to things that do not get caught in the IRS net.
As for applying with a site you don't own, so what? You could just as easily build (or copy) a small but fully compliant website of your own and apply with THAT, and then run ads on a bunch of other sites. IMO Google should force every site to be approved in advance of running AdSense ads, but their choice was to put a security system in place that doesn't require that.
I doubt very much your friend will "mint money". Most likely he will (a) earn a very marginal amount of money, or (b) earn a lot of money and get kicked out of the program without ever receiving a cheque.
