two adsense accounts?

As far as I understand two AdSense accounts under one person's name violate Google's TOS. Does anybody know, if it's OK to operate two AdSense accounts registered under different names? Example -- a wife and a husband, where both accounts are controlled by wife (with husband's SSN and bank account).

I wouldn't go around advertising the fact that the husband isn't controlling his account.

You have to ask permission and give a reasonable explantion for why your business needs to obtain two accounts.
