Advertiser verification. Will it reduce MFA sites?

Initially when google started its adsense program the program attracted high quality ads and as a visitor to various websites I would click on the ads because the advertiser would provide me with relevent information. In the past few month I have seen a degradation in the kind of ads that are shown on the same set of pages. Most of the ads lead to webpages which have no content and only hawk google ads (The MFA sites). Why does google not put in a policy where even the advertisers/advertiser webpage are verified and not just the publishers?

Because the advertisers are paying Google.

Google's now a public company, everyone can see and is watching their finances. They want to show as fast-growing an income as possible.

So they hate to turn away anyone sending cash.

Your idea might help. I'm not convinced they care right now.
