Onsite Advertiser Sign-Up

Does it increase earnings?

When reading about the "Onsite Advertiser Sign-Up" in Adsense, you commonly see:

"you should see a revenue benefit from new advertisers signing up to display ads on your site, as greater competition for your ad space will lead to higher potential earnings for you."

Has anyone noticed this?

I also noticed the "Advertise on this site" link is basically:

OnsiteSignupLandingPage?client=ca-pub-[SOMEPUBID]&referringUrl=http://www.mysite.com/&hl=en&gl=US

I didn't read this into the TOS, but I am assuming I can use that link anywhere on my site, like creating a link in my menu "Advertising Inquiries" going to the same URL?

Actually I haven't seen an increase in revenue even though a good percentage of my impressions are onsite based. There must be some extra revenue as stated by Google, I suppose.
