Domain : apx : Rs 400 / yr
Hosting : Cheap : Rs 1500 / yr
High quality : Rs 5000 / yr
Content = niche = Brain power... Value yours yourself.
Advertising : I suggest adwords : Rs 50-100 / day
SEO : Do it yourself or be prepared to pay upto Rs 10,000

Doamin = Cant remember - not much. Registered a new one, so didn't have to buy an existing one.
Hosting = I think it's about $100 per year.
Content = how much pages at what costs. probably about 3000. Cost is in time to add and maintain the site. I don't pay for articles as I write them myself, and some of the site is users contributions.
SEO = none - do it all myself. yeasr of contributing to a newsgroup on my topic, exchanging links with quality sites, natural traffic.
Advertising = None currently, but when I have something new on the site I want people to know about I'll spend about 5% of my adsense earnings on adwords. But it doesn't make me a profit. I sometimes manage to break even though. I think the ads may indirectly pay for themselves, but organic traffic is much, much better than paid for traffic imho.
Other expenses (no environmental expenses) = Probably about $200 per year on utility programs such as log analysers, and the rest on purchasing newly published articles to blog / write pages about.
Items like content, SEO, advertising can cost as little as nothing or as much as you have to spend. Most here make their own content and do their own SEO. They generally hope those two bring in the traffic and therefore don't spend much on advertising.
Therefore, assuming you already own or have access to a computer and the Internet, you can get something started up for under $50 and some time. If you want to have a huge site with lots of traffic from day 1 and have someone else create all the content then you could be looking at $10000+ as an initial investment. Neither way will guarantee success financially.
Exactly the same as my experience. From from "you are always fiddling on the pc" to "our site", and finally to "My site" because it's in her name for tax efficiency. I now get "So why haven't you made another site that earns the same yet?" and no real say in how the money is spent as it replaces her income. Still, it makes all of our lives easier so I'm not griping :)
