A page with about 300 dog links to pages with popular search keywords, like 'keyword' dog 'keyword', about 15 per page. Clicking one of these links brings back about 20 actual search results with the url and an adsense ad. However, none of the urls listed are clickable. The only thing one can click on is the adsense or one affiliate ad.

What ends up happening is doing a search for these keywords, these pages will end up being listed highly in the search engines, and when someone goes to the page, they're very likely to click the ad because there is no other choice.

Is this acceptable?

AdSense cannot be displayed on search results pages and from the way you describe this, it is not the intent of the AdSense program to have their ads on pages that encourage clicks. AdSense should be placed on pages with original content, not just a bunch of links and/or ads.

I wouldn't do it.
