An interference between the private interest and the official public responsibilities of a person in a position of trust or power. Simple English: if you're employed by one company, you cannot be employed by another in the same industry.

We all know that's not true. None of us are here employed to further the profits of Google as our sole motivation - but rather we want to make money.

People run ad networks together all over the web. It just depends on their conditions.

I'm probably warping the fabric of space, because I run a mix of AdSense, YPN, Chitika, Linkshare, Adbrite, Amazon and Barnes and Noble across my sites, and some even have AdSense, Chitika, and Amazon on the same page (tastefully done and fairly blended of course).

That means that I am getting paychecks from different companies in the same industries.

as no-one here is employed by either google or yahoo why is it conflict of interest?

The only conflict arises through googles draconian TOS

As for the original question, the Program Policies isn't completely clear, but I would expect Google to say you can't have competing services such as YPN on the same page.
