I understand that Google suggests that blending you ads to look like the rest of your site improves click-throughs.

If my link ads look like my site navigation, is this against the rules? I recall that Google featured a site that had link ads that mimicked site navigation in one of their promotional pieces.

Its not a problem. It decieves your visitors, meaning they may feel tricked though and never return. And you will be smartpriced for low conversion.

in the past i had a ad-block right below a "More links and information" line, just before my actual links and more information.
I moved/removed these because i was afraid it might be against the TOS, or at a minimum imoral or spammy..

It's a fine line because G themselves recommend ad blending.

My recommedation: set up the ads like you want and them email G and ask them if they're OK. That's what I did, and got a green-light from them in writing for my 468x60 blended between news stories listings.

Do you mean Adlinks?

Absolutely no problem and done correctly it will be evident that it is Adsense but at the same time blend in nicely.

Just over 56% of my earnings are from Adlinks.
