I have found that by having on ad per page allows google to best optimize that ad to generate you the most clicks, and money. Simply google will display the ad that people will click on the most. In the past google would display the highest paying ad, however it seems they have gooten away from that to prevent click fraud. I have had good luck with just one ad per page.
