I want to ask you about sites that gives emule links of films and programs and not hosting anything by them self.

1. are they legal for AdSense?

2. can i put my AdSense ads on many sites other sites without registered again?

Its not a mater of legal! There are no laws stopping you do anything with adsense! But they can throw you out. And will if you do something they dont like. Email them and ask support?

Its debatable whether they are legal in themselves. Look at Sharereactor, ShareTV etc.

The entire account would be shut down Miskha regardless of your use of channels. To reply to your main question, you should ask Google themselves as any reply from members here isn't gospel and can't be used as a defence if your account is ever suspended.

For what it's worth, I'd steer clear of creating such sites. Even if they're profitable in the short term they never last.
