Is this reasonable?
Could be. If it's a site that mainly attracts pre-teen girls and features mostly ads for expensive spa retreats that they could never hope to afford, then you're probably being vastly overpaid. If it's a site that mainly attracts doctors and lawyers that are shopping for gifts, and the ads are mainly for Rolexes and diamonds, then you are totally getting ripped off.
Have you looked at the products/services being advertised on your site? Does your typical visitor seem like someone who is going to be highly likely to purchase those particular products/services? Are they products/services that cost $1, $10, $100, or >$1,000?
If you were selling those products/services, is your website a place you would really want to sink a lot of ad dollars into, or are there other websites that are clearly much more likely to attract qualified buyers?
Without totally giving it away, approximately what kind of site is it?
Do check out your pages to see if the targeting makes sense, though, and also I agree that you might want to look into affiliate programs for things that your site's visitors might be interested in.

Linkshare used to have CPM and CPC programs, but they didn't pay all that much. (The max I saw was 10 cents a click, and I don't remember how much the CPM programs were.)
There are also other ad companies out there. Not all of them are "Punch the monkey" junk ads.
There are a lot of things you can try.
