Higher paying ads

This might be a dumb question - if so I apologise in advance! If you have a skyscraper ad block, are the higher paying ads at the top?

Yes, though not necessarily the ones with the highest click value.

An ad with a bid of $1 and a CTR of 1% will be ranked below an ad with a bid of 20 cents and a CTR of 10% because overall earnings will be higher....

Oops--to clarify, overall earnings will be higher... with the 20 cent ad and the 10% CTR.
