As for whether you can put such a link on a page without AdSense, it's a grey area. The Program Policies say the site cannot contain gambling content etc., but in some cases Google simply ask that their ads not be run on the same page as questionable content.
I simply did not place Adsense ads on those pages, and I haven't had any problems.
Google's TOS mentions the following under, "Site may not include:"
"Gambling or casino-related content"
Which really specifies content, but not necessarily a link to another site.
Rather than soliciting opinions here, you should email AdSense support.
A lot of my visitors talk about movies etc in the forums and i am sick and tired of seeing thse thieving scam sites supported by Google.
Hypocrites.
The rule is they don't want ads on a casino or gambling-related site, and that's purely for a very practical reason--wanting to be able to tell advertisers that THEIR ads won't be appearing on such sites.
The kinds of ads they accept are a different issue, IMO. Just as in print advertising, the buyer must beware.
I'm saying this based on experience: dubious ads show up on my site too. I see ads for shady "literary agencies" that live off the fees they charge gullible writers, for example. I can block them, or educate my visitors about how to distinguish the good companies from the bad ones. For me, it's a manageable problem. If it isn't for you, then leave the program. Unfortunately, you'll find ads like those on other ad networks too, so the only solution may be to only accept direct advertising and vet all submissions carefully.
I'd like to include a poker site ad banner on the same page as adsense .. can I do this or not?

obviously the site is not gambling orientated ... nut I think a poker banner would work well ...

adsense is a joke...
How true, that's why I'm laughing all the way to the bank with AdSense.
People that don't agree with the TOS and the 'hypocrisy' please take AdSense off your sites now so you leave more ad revenue for the rest of us that appreciate the buckets of sweaty cash Google pays out monthly.
