Yes, because you are falsely inflating impressions. Even banner ad networks such as Burst frown upon the use of auto refresh script.

Check out Program Policies - it specifically prohibits "automated click and impression generating tools." But of course, to be really really sure, email support

If you have part of your page that needs to auto-refresh, you could put that part of your page in an iframe, and then have the part in the iframe autorefesh itself. As long as the adsense is not in this iframe, that would be OK.
