does anyone know if google tracks sites that share the same google_ad_client #? If someone has let say 1000 sites and most of them run adsense it would be easy for google to figure out what sites they own right?

There is no 100% relation between the publisher code and the site owner. For example, my ads show in the Google cache, but google.com is not my site :)
But in general yes, the publisher code is an easy way for Google to find websites with the same owner or at least the same webmaster.
