Obviously this is for "another" AdSense programme - follow this link and look very carefully at the "Recommended Links - Ads by Google" in the left frame.

Content in the main frame is provided by Amazon.

That isn't AdSense, it is actually an Adwords partner, which allows them to display Adwords on search results as well as content pages. They have different terms to follow than regular AdSense publishers do.

Many of the smaller tier search engines frame their results and the pages that someone might click to, and run ads on that frame, so there is nothing that unusual about this. This one just happens to have a frame on the left side, while most have the frame on the top of the page.
