I've read a lot of threads started by people reporting on sites that had clear TOS violations. In some cases, AdSense DID ban the site, but only much later. In other cases, the site may not actually be considered by AdSense to be in violation. In others, they may have checked their stats on the site, seen that it was not generating any clicks, and not bothered to even check.

Report sites, if you like, but don't expect immediate or any action.

Counterexample: every time I've re-checked a total-crud site that I turned in well before a major google update, it was gone (or PR0'd) after the major update. I don't have money (or at least, Google has no reason to think I do).

Did you use the "dissatisfied?" link to report crappy sites? Did you wait to see what the next major algorithm change did to the reported sites?

Or did you somehow envision that Google was paying a large staff of people to sit and manually penalize sites one by one, in stark contrast to their clear policy of handling everything else via automation and algorithm?
