Now to my amazement i see a dutch site with Dutch adwords!
He has "probably" given up his "english" site for approval, and then put the adwords also on dutch sites also.
But it works for him, and my OWN ads show op on his site, and has oblviously clicked on one of my ads, cause he's asking for a free link.
This is not right.

Yes, i was thinking that too.
I was declined for a "dutch" site, but the adsense system is clearly working for dutch sites as well.
Also german adsense is "working" as well.
Pitty we publishers can only sign up if we have a english site as well.
Even better would be Google starting up Adsense in additional languages ASAP. Despite Google's complaint that using the Adsense program in other languages downgrades the targeting of ads, I found all of the Spanish ads to be highly targeted with respect to the content on the site.
Of course we can worry about so much power in the hands of one company, but Google could cement its global domination by having webmasters of sites in all languages anxiously waiting by the mailbox for their monthly Google check.
Anyway, when Google decides to make Adsense available in other languages, it shouldnt be brain surgery. Adwords advertisers are already able to choose languages and countries where they want their ad displayed, so implementation should be a snap, I guess?
For now, couldnt Google just filter out ads targeted at other languages from the Adsense program? Makes a lot more sense to me...Unless they are deliberately leaving them in for a bit for testing purposes! In the meantime, since most of my traffic comes from the Spanish side of my site, I am not a :-) camper...
