Yes... Martin Lurther King is just as important as those holidays you mentioned. The govt made it a federal holiday.

Federal employees are off - most big businesses ignore it - like mine :(

It largely depends on who you work for. It's a "federal" holiday meaning federal employees have the day off. Private employers may or may not give it off.

It's a popular 'floating' holiday in private firms, at least the ones I've been around. They don't require you to come into work but the office is open and if you come in you can use the holiday some other day.
