This seems really low...

OK my site is relatively new and only has around 11% of the content it will have when I will consider it completely rolled out, but I am getting between 10 and 30 uniques a day, averaging 4 pageviews each.

I had the adsense in a side-bar skyscraper, tried right and left side, then just one side, finally it is now in the content between the title and the first paragraph. Still my CTR is much less than 1%. This does not seem right to me, I am even experimenting with alternative colors (I had previously been matching them to the site) any ideas?

One idea is that with so few visitors, you may be getting visited mostly by search engine bots, who don't click on very many ads!

Too few visitors to draw any conclusions.

Wait and see. If you still have such a low CTR when you start getting at least hundreds of visitors daily, I would suspect one of two things. Either the content is so compelling and comprehensive that your vistors never feel interested in the ads (this may happen, but I don't think it does very often), or the ads being served (and possibly the content on your site) are not actually about what interest your visitors. Your content, the ads, and what your visitors want need to dovetail to get a decent CTR.
