AS showing non-english ads

I've just recently started seeing ads in german and italian on my site, and I have all pages in english. I'm browsing myself from Finland.

I take it since I see them, everyone sees them. Is it up to the advertiser to choose geotargeting? I'm puzzled wether I should block these or not, they propably perform well to my german and italian visitors but since they are just a minor percentage of overall visitors, these ads are "spam" to about 95% of other visitors... sigh.

Any recommendations?

Yea, I suddenly started get a bunch of ads in Japanese on one of my sites, and I'm in Michigan.
